About the Project

About the Pakalolo Project

Built by the community. For the community.

The Pakalolo Project is a community-led effort to create a clear, fair, and enforceable framework for regulating adult use cannabis in the State of Hawaii. It exists to replace unregulated activity with public accountability, local opportunity, and policies shaped by people who live here.

Why this project exists

Cannabis already exists across Hawaii. Prohibition has not eliminated use. It has pushed activity into unregulated spaces where safety standards, environmental protections, and community voices are excluded.

This project exists to change that reality by offering a practical path forward rooted in transparency, public health, and local stewardship.

What makes this effort different

  • This is not a corporate proposal.
  • This is not a rushed ballot slogan.
  • This is not a closed-door process.

The framework was developed through ongoing conversations with farmers, patients, advocates, cultural practitioners, and community members. It is designed to evolve through public input rather than bypass it.

Core principles

  • Public safety comes first.
  • Local farmers deserve real access.
  • Clear rules protect everyone.
  • Culture is respected, not commercialized.
  • Decisions stay in Hawaii.

What the Act does

  • Establishes clear licensing standards with due process protections.
  • Requires testing, labeling, and age verification.
  • Creates pathways for small-scale and craft farmers.
  • Protects non-commercial cultural practices.
  • Maintains legislative oversight and fiscal accountability.
  • Sets strict limits on regulatory authority.

What the Act does not do

  • It does not legalize public consumption.
  • It does not allow interstate or international sales.
  • It does not create identity-based licensing preferences.
  • It does not change impaired driving laws.
  • It does not hand control to private interests.

Community participation

This framework is not finished. It is intentional.

Community feedback shapes its future. Public comments, questions, and critiques are part of the process. That is why this site exists.

If you support the direction, share it.
If you have concerns, raise them.
If you see gaps, point them out.

Policy works best when people are part of it. The Pakalolo Project exists to make that possible.
